On June 2, President Trump signed an executive order entitled \u201cPromoting Advanced Artificial Intelligence Innovation and Security.\u201d As outlined in its text, the order is intended to:<\/p>\n

promote AI innovation and security by working collaboratively with the private sector to modernize government and private sector information systems and harden them against external threats; to protect American ingenuity and intellectual property from exploitation and theft by adversaries; and to cultivate America\u2019s advanced AI-enabled capabilities.<\/p><\/blockquote>\n

Section 2 of the order, \u201cUpgrading American Systems for Advanced AI,\u201d directs the Committee on National Security Systems as well as the Department of Defense to \u201cprioritize the cyber defense\u201d of their respective information systems within 30 days of publication (June 2) by \u201ctaking appropriate and expeditious action consistent with the purpose of this order.\u201d It also directs the Department of Homeland Security, the Cybersecurity and Infrastructure Security Agency (CISA) in consultation with the Office of Management and Budget, the assistant to the president for National Security Affairs, and the National Cyber Director to release binding operational directives to prioritize U.S. cyber defense, establish federal programs that enhance AI-enabled defensive tools, and expand access to cybersecurity tools and services. The order also directs various department and agency heads\u2014including the national cyber director, the secretary of defense, the director of the National Security Agency, the secretary of homeland security, and the director of CISA\u2014to form an \u201cAI cybersecurity clearinghouse\u201d in collaboration with the AI industry and operators of criminal infrastructure in order to detect and patch potential vulnerabilities.\u00a0<\/p>\n

Section 3 of the order, \u201cSecure Frontier Model Deployment,\u201d directs within 60 days the aforementioned agency leaders to “develop and maintain a benchmarking progress to assess the advanced cyber capabilities of AI models and determine the threshold at which an AI model should be designated a \u2018covered frontier model\u2019 for the purposes of this order,\u201d and design a voluntary framework for AI developers to engage and collaborate with the federal government.<\/p>\n

And Section 4 of the order, \u201cProtection Against Criminal Actors,\u201d directs the attorney general to \u201cprioritize the enforcement of 18 U.S.C. 1028, 18 U.S.C. 1030, 18 U.S.C. 1343, and all other applicable Federal criminal laws against anyone who utilizes AI to illegally access or damage a computer without authorization, or who utilizes AI while engaged in such illegal access to further any other crime.\u201d<\/p>\n
